ふるさと納税 受領証明書: Japan Furusato-Nozei Receipt & One-Stop Documents Explained

This document is the 寄附金受領証明書 (donation receipt) you get for making a furusato-nozei donation (ふるさと納税, a donation to a municipality), or the ワンストップ特例 (one-stop exception) application. The receipt proves you donated and is essential for getting the tax deduction (income-tax refund and reduced residence tax). ⛔ It is not a bill; there is nothing extra to pay. There are two ways to get the deduction: (1) use the ワンストップ特例 (submit the application and ID to each municipality you donated to, by the deadline), or (2) file a 確定申告 (tax return) using the receipts. If you do neither, you get no deduction and have simply made a donation. Keep the documents; do not throw them away.

Who receives it

People who made a furusato-nozei donation, sent by each municipality they donated to. Receipts usually arrive per donation and per municipality. The ワンストップ特例 application is sent to those who requested it when donating, or by the municipality. Nationality does not matter; it concerns people who pay income and residence tax in Japan and qualify for the deduction. Those who file a tax return anyway, or who donated to more than a set number of municipalities, take the deduction via 確定申告 rather than one-stop.

What to do

  1. 1Check whether the document is a 寄附金受領証明書 (receipt) or a ワンストップ特例 application.
  2. 2Keep all the receipts (organized by municipality) for use with a tax return.
  3. 3To use the ワンストップ特例, submit the application and ID to each municipality you donated to, by the deadline.
  4. 4⛔ If you file a tax return (or donated to many municipalities), take the deduction via 確定申告 using the receipts, not one-stop.
  5. 5If the content or how to submit is unclear, check with the recipient municipality or the furusato-nozei site you used.

About the deadline

The ワンストップ特例 has a submission deadline. ⛔ Generally you must submit the application to each municipality by early in the year after you donated (around early January). Confirm the exact deadline on the document. If you miss it, or you need to file a tax return, take the deduction via 確定申告 (generally the following February-March) using the receipts. Either way, no procedure means no deduction — note that donating alone does not deduct automatically.

Common misunderstandings

Is this a bill? Do I pay something extra?
No. The donation is already done and there is nothing extra to pay. These are the receipt and application needed to get the tax deduction.
One-stop or tax return — which should I use?
For salaried people who don't otherwise file a return, and who donated to no more than a set number of municipalities, the ワンストップ特例 is convenient. Those who file a return anyway, or who donated to many municipalities, take the deduction via 確定申告. You don't do both.
I lost a receipt.
Since you need it for a tax return, you can ask the recipient municipality about reissuing it. The furusato-nozei site you used may also let you see your donation history and receipts together. Check the guidance first.
What happens if I do nothing?
If you neither submit the one-stop application nor file a tax return, you get no tax deduction and have simply made a donation. To get the deduction, complete one of the two procedures within the deadline.
