放置違反金 納付命令書: Japan Parking-Violation Penalty Order Explained
A 放置違反金 納付命令書 orders the vehicle's registered user (使用者, usually the owner) to pay, after the vehicle was found illegally parked (放置車両) and the driver did not pay the fine (反則金). If the driver pays their 反則金, this order is not issued; but if the driver is unidentified or unpaid, the 放置違反金 falls on the vehicle's user, regardless of who was driving. The 使用者 (registered user on the vehicle inspection certificate, usually the owner) of a vehicle found illegally parked. Even if you were not the driver, if the driver did not pay their 反則金, the order goes to the user. Nationality does not matter. If the driver already paid their 反則金, this order is normally not issued.
What to do

About the deadline

Don't ignore it: pay by the deadline, or contact the section early if there are circumstances.
Common misunderstandings
- I wasn't the one driving. Why is it billed to me?
- The 放置違反金 is charged to the vehicle's 使用者 (user) when the driver didn't pay the 反則金 — regardless of who was driving. If the driver pays their 反則金, this order is not issued, so if you know who was driving, check with them.
- I think I also got the driver's fine slip. Is this double?
- If the driver pays the 反則金, the 放置違反金 order is not issued, so you don't pay twice. If you already paid the 反則金 but still got this order, tell the police section that it was paid and confirm.
- What happens if I don't pay?
- Reminders and late charges are added, and while it is unpaid you cannot renew your 車検, so you can't keep using the car. Don't ignore it; pay by the deadline or contact the section.
- I already sold / gave away the car but got the order.
- If you were the user at the time of the violation, you can still be charged. Contact the police section on the order and explain the timing of the ownership transfer.
