管理組合・自治会・町内会: Condo-Association / Neighborhood-Association Notice Explained
This document is a notice from a condominium management association (管理組合) or a local neighborhood association (自治会・町内会). Contents are usually a general-meeting (総会) invitation, a bill or notice for management fees / repair reserves / association dues, rules for the building, how to put out garbage, or local events (disaster drills, cleanups, festivals). ⛔ The key point: for an owned condo, the management fee and repair reserve are a mandatory obligation of the unit owner, whereas joining a 自治会・町内会 and its dues are generally voluntary (not compulsory). First check where it's from (management association vs neighborhood association) and whether it's a payment request or just an announcement.

Condo unit owners get notices from the management association; households in an area get notices from the neighborhood association. Even if you rent, local notices about garbage or events may come around from the neighborhood association (including the circulating notice board, 回覧板). Nationality does not matter. It helps to think of management-association notices as mainly for 'owners' and neighborhood-association notices as for 'people living in the area'.
What to do
- 1Check the sender: a 管理組合 concerns running the condo building; a 自治会・町内会 concerns the local community.
- 2Read the purpose: a general-meeting invite, a fee/management-cost bill, rules or garbage instructions, or an event notice.
- 3For a payment notice (management fee, repair reserve, association dues), check the amount, deadline and method. An owner's management fee and repair reserve are mandatory.
- 4For a general-meeting invite, note the date and how to submit a proxy / voting form (議決権行使書) if you can't attend — important condo matters are decided at the 総会.
- 5If you don't understand it, or are unsure about joining (自治会・町内会), contact the number on the notice or the management company. Pass the 回覧板 on to the next home.
About the deadline
A general-meeting invite often has a deadline to reply or submit a proxy/voting form. A fee or management-cost bill states a payment deadline. ⛔ Exact deadlines and amounts differ per notice, so always check your own document. A condo's management fee and repair reserve are mandatory; falling into arrears affects the building's upkeep and can bring late charges or claims. Neighborhood-association dues, by contrast, are generally voluntary, so if you're unsure about joining, leaving or paying, it's fine to discuss it with the contact person without pressure.
Common misunderstandings
- Do I have to join the neighborhood association (自治会・町内会)? Are the dues mandatory?
- Joining a neighborhood association is generally voluntary, not compulsory, and the dues follow from that — they're not a legal obligation. That said, it touches daily life (garbage, local events), so whether to join is your own decision based on your area's situation.
- Do I have to pay the management fee and repair reserve?
- If you own a condo unit, the management fee and repair reserve are a mandatory obligation of the owner. They fund the building's management and future major repairs. Arrears affect the whole building's upkeep and can lead to late charges or legal claims.
- I got a general-meeting invite but can't attend that day.
- In most cases you can still take part in the vote by submitting a proxy / voting form (議決権行使書) even if you can't attend. Check the submission method and deadline on the invite. Important condo decisions are made at the 総会, so it matters to register your position.
- I rent, but I got a neighborhood-association notice.
- Even as a renter, if you live in the area, notices about garbage or events (including the 回覧板 circulating board) may come around. Joining and dues are voluntary. Do check life-related info like garbage rules, and pass the 回覧板 on to the next home.
