保育園 Daycare Papers: Applications, 認定 and Fees Explained
Mail from your city or ward about 保育園 (licensed daycare) usually falls into four types: certification that your child needs childcare (支給認定 / 教育・保育給付認定), the application for a place and its result (内定 acceptance or 不承諾 non-acceptance), annual renewal paperwork for children already enrolled (現況届 or 継続申込), and the decision on your monthly fee (保育料 / 利用者負担額). The envelope normally contains a cover letter, forms, a sample filled-in copy, and a submission deadline. Certification and getting a place are two separate things, being certified does not guarantee your child gets in. Always read amounts and dates from your own documents.

Households that have applied for a licensed daycare, 認定こども園 or small-scale childcare place; parents whose child is already enrolled; and anyone holding a childcare need certification (認定区分 type 1, 2 or 3). It is sent by the municipality where you are registered, or handed out through your child's nursery. You may also receive forms after moving, changing jobs, or having another baby.
What to do
- 1Open the envelope and use the cover letter to identify which document it is: a new application (入園申込), certification (支給認定), annual renewal (現況届・継続申込), or a fee decision (保育料決定通知).
- 2Mark the submission deadline and where to submit, the childcare section (保育課) counter, a postal address, or online application.
- 3If a form must be completed by someone else, such as the 就労証明書 (employment certificate) from your employer, request it immediately so it comes back before the deadline.
- 4Assemble the completed forms plus attachments such as My Number and ID documents, photocopy everything for your own records, and submit it.
- 5If anything is unclear, your situation changes, or you cannot meet the deadline, phone the municipal childcare section listed on the cover letter before the deadline passes.
About the deadline
The deadline is printed on the cover sheet or at the top of the application as 提出期限 (submission deadline), 申込期間 (application period), or a date followed by 必着 (must arrive by). Applications for an April start are generally due in autumn or early winter, while mid-year entry has a monthly cut-off. Renewal paperwork for enrolled children also has an annual deadline; missing it can hold up your certification or your fee assessment. Dates differ by municipality, so read the one on your paper, and call the office before the date if you will be late.
Common misunderstandings
- I received a 支給認定証. Does that mean my child has a place?
- No. 支給認定 only confirms the city agrees your household needs childcare. Whether a place is available is decided separately in the selection process (利用調整), and the result arrives as an acceptance (内定) or non-acceptance (不承諾・保留) notice.
- I got a 不承諾通知 (non-acceptance notice). Is that the end of it?
- It means no place was allocated in that round. Your notice will say whether your application carries over to the next month's selection automatically or must be re-submitted. Keep the notice: employers and Hello Work often require it when extending childcare leave benefits. Rules vary, so confirm with the section named on the notice.
- Childcare is supposed to be free from age three, so why am I being billed?
- The 無償化 free-childcare scheme covers the 保育料 fee itself. Meal costs (especially 副食費, the side-dish portion), extended-hours care, event fees, materials and bus fees are normally charged separately. The breakdown on the invoice or the nursery's notice shows what each line is for.
- My child is already enrolled. Do I really have to file papers every year?
- Yes, in most municipalities. They re-check each year that your need for childcare continues, usually via a 現況届 or renewal application with an up-to-date employment certificate. Without it, the certification cannot be renewed and enrolment can be affected.
- How is 保育料 calculated, and what if it looks wrong?
- The fee bracket is based mainly on your household's municipal resident tax (市町村民税所得割額), together with the child's age and certification type. The decision notice prints the bracket and the basis used, so if you think a deduction or tax figure is missing, contact the childcare section on the notice. Questions about the tax amount itself belong to the tax section or a licensed 税理士.
